Howard
University Program Managers:
James
H. Johnson, Jr., Ph.D., DEE
Dr. Johnson is
the Executive Director of the Consortium. He currently serves as Dean of the
College of Engineering, Architecture, and Computer Sciences. Dr. Johnson has
taught Department of Civil Engineering undergraduate and graduate courses in
the area of environmental engineering including hazardous waste management,
treatment and disposal. His specialty is solid-liquid separation techniques,
sludge treatment, biodegradation of hazardous wastes, and beneficial aspects of
wastewater sludge.
Ramesh C. Chawla, PhD
Dr. Chawla serves
as the Technical Director of the Consortium, and has thirty years of experience
in teaching, research and industrial consulting in the fields of chemical and
environmental engineering. Over the past twenty years, Dr. Chawla has been
principal investigator for over twenty different environmental research and
development grants for the Federal government and private industries. His
specialty is Reaction kinetics and engineering, bioremediation, thermal
processes and environmental engineering.
Mr.
Andre' M. Harris
Mr. Harris serves
as Program Manager for the HBCU/MI ET Consortium. He is currently the
Administrative Coordinator for Dean Johnson in the College of Engineering,
Architecture and Computer Sciences at Howard University. Mr. Harris has over
twelve years of experience in managing multi-million dollar and
multi-institutional federally funded awards.
Ganelle
Moultry-Gloster, PhD
Dr.
Moultry-Gloster is the Director of Research Administration at Howard
University. She specializes in the area of management systems engineering and
total quality. She taught at North Carolina A&T State University in
industrial engineering for six and a half years before joining Howard as the
Director of Total Quality Programs and Research Administration.

Dr.
Arthur E. Thomas
Dr. Thomas, NAFEO
Program Manager for the Consortium, will manage the day-to-day administrative
and programmatic requirements. Dr. Thomas is the former president of Central
State University. He will be assisted by various staff members to fulfill
NAFEO's responsibilities to the program.

Environmental Technology Consortium Technical Advisory Board Members:
The
Technical Advisory Board consists of nine experts in the fields of
environmental research/development and waste management and education.
Robert Shepard, PhD
Dr. Shepard is
the Technical Advisory Board Chair, and the Executive Director of Science and
Engineering Alliance, Inc. (SEA). He is a physical organic chemist by training
and experience.
Carlos
A. Rincon, PhD
Dr. Rincon is the
"Paso del Norte" (PDN) Air Quality Task Force Project Director for the
Environmental Defense Fund and Co-Chair of the Technical Advisory Board. He
works to improve environmental quality along the US - Mexico border region, and
to reduce pollution to healthier levels by designing incentives for polluters
to make the most cost-effective emissions reductions throughout the bi-national
air basin. Dr. Rincon has received numerous awards for his scientific and
academic accomplishments. He has authored and co-authored English and Spanish
publications and book chapters on pollution prevention and air quality related
issues.
Fu-Lian
Hsu, PhD
Dr. Hsu has been
a scientist at the US Army Edgewood Chemical Biological Center in Aberdeen,
Maryland since 1982. He holds a PhD in Medicinal Chemistry from Ohio State
University. His research interests included organic compounds structurally
related to chemical warfare agents; scavengers for arsenic and other heavy
metals for water treatment; new synthetic methods, biologically active
compounds, and structural analysis.
Gilbert
Sanchez, PhD
Dr. Sanchez is a
former President of New Mexico Highlands University. He is a distinguished and
respected scientist who has received numerous honors and awards for his
accomplishments and scientific and academic contributions. Dr. Sanchez
frequently serves as a consultant to higher education, government and industry
on science and technology issues and minority education projects. He is a
founding member and former Chair of Board of Directors of the Hispanic
Association of Colleges and Universities (HACU). One of his research interests
is developing microbiological methods for the extraction and utilization of
unconventional petroleum energy sources such as tar sands and oil shale.
Mr.
Rufus H. Smith
Mr. Smith is the
Diversity Programs Manager and Employee Concerns Manager for the US Department
of Energy's Oakridge Operations (ORO). Mr. Smith is a dynamic leader who has
fought for the advancement of women, minorities and persons with disabilities
and has increased their representation in government. He is responsible for the
initiation of the Minority Math and Science Challenge Program and the
Minority-Owned Business Technology Transfer Consortium.
Mrs.
Beverly Wade Hogan
Mrs. Hogan is the
13th President of Tougaloo College. Mrs. Hogan brings more than twenty-five
years of experience in executive management and leadership to the program.
Her strong background in leadership and policy development, and organizational
management will strengthen the focus on expanding course studies in
environmental related subjects to better prepare our students for careers in
the areas of environmental research and waste management.
Michael
Paul Eastman, PhD
Dr. Eastman is
the Dean of Science and Engineering for the University of Texas-Pan American,
and he holds a doctorate in Physical Chemistry. Dr. Eastman has participated in
over 75 studies and publications. He brings a wealth of knowledge and
experience to the Consortium.
Eric
W. Wilson
Mr. Eric Wilson
is currently serving as Board Member, At-Large, for the Atlanta Public Schools.
He has eleven years of experience in municipal government and congressional
operations. He is also the manager of Weston Solutions, Inc., a leading
environment and redevelopment, employee owned firm that delivers solutions to
complex problems for industry and government worldwide. As Deputy Chief of
Staff and Environmental Office for Municipal Operations in the city of Atlanta,
he managed several programs that included air pollution reduction, incineration
elimination projects, watershed development projects and environmental justice
initiatives.
Hiliary
I Inyang, PhD
Dr. Inyang is the
Duke Energy Endowed Distinguished Professor of Environmental Engineering and
Science, Professor of Earth Science and Director of the Global Institute for
Energy and Environmental Systems at the University of North Carolina-Charlotte.
He holds a PhD in Geotechnical Engineering/Materials, MS and BS in Civil and
Environmental Engineering, and B.Sc (honors) in Geology. He has taught at
George Washington University, Purdue University and at the University of
Wisconsin. He served at the US Environmental Protection Agency as a Senior
Geoenvironmental Engineer and subsequently as the President of Geoenvironmental
Design and Research (GDR) Inc., a small research firm that he founded in 1993.
He has authored and co-authored more than 100 research articles, book chapters,
federal design manuals and the texbook - Geoenvironmental Engineering:
principles and applications.
