The National Academy of Public Administration (National Academy) and the National Association for Equal Opportunity in Higher Education (NAFEO) have launched a project to help young adults take charge of their own financial future and participate in the public debate about how best to secure national, state and community fiscal sustainability. Using a new “fiscal” game, Budgetball, as a means to engage students, ten Historically Black Colleges and Universities (HBCU) will be selected to participate in the Budgetball Civic Engagement Initiative during the 2009-2010 school year. |

Captain Steven T. Baynes joined NAFEO as Federal Executive Fellow on August 15, 2009 upon completing a fellowship at the Brookings Institute. In this position at NAFEO, Captain Baynes will serve as NAFEO's liaison to the federal agencies, strengthen the HBCU Campus Amabssador Program and serve as our Campus Activities Director. Captain Baynes will also oversee a number of special projects, including leadership of the NAFEO DOD Planning Team... Captain Steve Baynes is a native of Washington, DC. A 1986 graduate of the United States Coast Guard Academy, he recently completed a Federal Executive Fellow at the Brookings Institute where he conducted research on Diversity and Diversity Management in the Federal Government. In addition to making far-reaching contributions to the public sector in the field of Diversity, Captain Baynes’ Brookings research enabled him to guide the development of the Coast Guard’s Diversity Strategy, a first-ever roadmap of its kind in the organization. His efforts earned him the Chairmanship of the Coast Guard’s Diversity Strategy Group. Captain Baynes spearheaded the effort in increasing minority officer representation in the Coast Guard by developing and maintaining strong relationships with Historically Black Colleges and Universities (HBCUs) through the Coast Guard’s Campus Ambassador Program. |
